Market Dialogue

Preliminary market consultations are an instrument or practice carried out during the preparatory phase of a contract, which contracting entities can use to obtain information about:

  • The market capacity
  • The state of science or technology
  • Inform economic operators about projects and the requirements of future contracts
(“Guide 2.0 for Public Procurement of Innovation”)

Public Procurement of Innovation (PPI/CPI) requires technical and market knowledge that, in many cases, is difficult for a public buyer to gather internally. Therefore, market consultation before tendering becomes a necessity, aiming to investigate, via “technical dialogue” or other means, the available market solutions. Entities may request independent advice or from market participants themselves, which can be used in the planning and development of the procurement procedure (“Guide 2.0 for Public Procurement of Innovation”).

In this case, timely communication of market plans will be carried out through:

  • Organization of an informative market consultation session on June 23, 2021, via ONLINE. Market dialogue session program.
  • Publication of prior notices through different channels to achieve maximum dissemination. Prior information notice in the supplement of the Official Journal of the European Union.
  • Needs assessment information.
  • Guided tour of the building C/ Santa Ana nº 7, Carcaixent
