Market Dialogue

Preliminary market consultations are a tool or practice carried out during the preparatory phase of the contract, which contracting authorities may use to obtain information on market capacity, the state of science and/or technology, and to inform economic operators about projects and the requirements of future contracts. («Guide 2.0 for Public Procurement of Innovation»)

Public Procurement of Innovation (PPI / CPI) requires technical and market knowledge, often difficult to assemble internally by a public buyer. Market consultation prior to tendering therefore becomes a necessity to investigate, via “technical dialogue” or other means, the solutions available in the market. For this reason, contracting authorities may, for example, request or accept advice from independent experts or authorities, or from the market participants themselves, which may be used in the planning and development of the procurement procedure. («Guide 2.0 for Public Procurement of Innovation»)

In this chapter, the timely communication of plans to the market will be carried out through the following forms:

  • Organization of an informative market consultation session: scheduled for December 10, 2020 via TEAMS. Program of the market dialogue session.
  • Publication of prior information notices through various channels to ensure maximum dissemination. Prior Information Notice in the supplement of the Official Journal of the European Union.
  • Needs assessment information.
