Preliminary market consultations are a tool or practice carried out during the preparatory phase of a contract, which contracting authorities may use in order to obtain information on market capacity, the state of science or technology, and to inform economic operators about the projects and requirements of future procurement procedures (“Guide 2.0 for Public Procurement of Innovation”).
Public Procurement of Innovation (PPI) requires technical and market knowledge which, in many cases, is difficult for a public buyer to gather internally. Therefore, consulting the market prior to launching a tender becomes essential in order to explore, through technical dialogue or other means, the solutions available in the market. To this end, contracting authorities may, for example, seek or accept advice from experts or independent authorities, or from market participants themselves, which may be used in the planning and development of the procurement procedure (“Guide 2.0 for Public Procurement of Innovation”).
In this case, the communication of plans to the market will be carried out through the following actions:
- Organisation of an open day on March 8, 2018, in Alzira. Programme of the market consultation event.
- Publication of prior notices through different channels in order to ensure maximum dissemination. Prior information notice in the Supplement to the Official Journal of the European Union.
- Preliminary information to the market.
