Phases of the BUILDING CPI Project

The BUILDING CPI project, presented in the 2018 call for grants to strengthen and develop the Valencian innovation system to improve the productive model, includes the following phases:

Phase 0. Establishment of the innovative cluster

  • Engage with supply and demand (municipalities, companies, and knowledge sector).
  • The cluster guides, provides information and training, and coordinates collaboration in the different phases of the PPI process.
  • This phase establishes the foundation for project execution.

  • Phase 1. Needs assessment

    • Identify the energy efficiency improvement needs of a public building in Sueca and its users.
    • Conduct technology monitoring and compare possible market solutions (including innovative ones).
    • Identify initial evaluation criteria for future tenders.

    Phase 2. Preliminary market dialogue

    • Conduct market dialogue actions until the definition of the “Prior Information Notice (PIN)”.
    • Prepare all technical documentation of the building (project brochure) and the technical questionnaire to be completed by solution providers, describing how they would meet the building’s needs with their products or technologies.
    • This phase serves as preparation for the market dialogue process (PIN publication in the Official Journal of the EU).

    Phase 3. Market dialogue

    • Begins with the publication of the PIN in the TED (Tenders Electronic Daily) of the EU, along with the project information brochure and market consultation questionnaire.
    • Includes a seminar/workshop and a site visit with interested companies, as well as bilateral meetings.
    • The information gathered will establish the basis for the actions to be contracted to improve energy efficiency and confirm the evaluation criteria for subsequent tenders.

    Phase 4. Tender implementation

    • Using the information collected during the market consultation, the procurement procedure will be selected according to Law 9/2017 (open, market dialogue, or competitive dialogue with negotiation).
    • Contract specifications will be drafted, and the procurement procedure will be launched, finally contracting the energy efficiency improvement works.

The time frame of the 2018 call prevented the full development of the project, so in 2018 only phases 0, 1, and 2 could be completed.
The project planned the full execution of the public procurement for innovation procedure in 2019.
