The SMART BUILDING CPI 2020 project, presented in the current call for grants for the strengthening and development of the Valencian Innovation System to improve the production model, includes the execution of the following main phases:
Phase 0. ESTABLISHMENT OF THE WORKING TEAM
Through the creation of an innovative cluster and a municipal team specialized in PPI (Public Procurement of Innovation), this preliminary phase will lay the foundation for project execution.
- Selection of the pilot municipality and the public building for the pilot implementation of PPI focused on creating energy hubs around smart buildings.
- Formation of the steering/work group, including at least the three “pillars” of the triple helix model: academic, business, and public sectors, plus the selected municipality.
- Hiring of the necessary technical assistance to ensure proper project implementation.
- Definition of the action plan and holding of a 1-day training session for technical and political staff (including legal technicians).
Phase 1. NEEDS ASSESSMENT
Actions aimed at determining the intervention, rehabilitation, and improvement needs of the municipal building to transform it into a sustainable energy hub, focusing on: NZEB, renewable energy, and electric mobility.
- Technology monitoring and market comparison of potential solutions (including innovative ones).
- Identification of initial evaluation criteria for future offers.
- Key steps:
- Dialogue with end users and municipal technicians to identify inefficiencies.
- Define needs in functional terms without specifying solutions.
- Identify other administrations/building owners with similar needs to gain credibility with the private sector.
Phase 2. PRELIMINARY MARKET CONSULTATION
Prior dialogue with the market until the definition of the Prior Information Notice (PIN).
- Preparation of technical documentation about the building and a technical questionnaire for solution providers.
- Identification of innovative products/services to transform the building into a smart building or sustainable energy hub.
Phase 3. MARKET DIALOGUE
Market involvement is essential for innovation acquisition.
- Publication of the PIN in TED, distribution of the project prospectus, and consultation questionnaire.
- Contact, dissemination, and market consultation seminar, including building visits and bilateral meetings with interested companies.
- Collected information will define the types of actions to contract and confirm evaluation criteria for the subsequent tender.
Phase 4. TENDER IMPLEMENTATION
Selection of the procurement procedure according to Law 9/2017, preparation of the contract specifications, and contracting of works to transform the building into a sustainable energy hub.
