Project phases

The SMART BUILDING CPI project, presented in the current call for grants to strengthen and develop the Valencian Innovation System for improving the productive model, includes the following execution phases:

Phase 0: Establishment of the Innovation Cluster

Creation of a municipal team specialized in CPI (Public Procurement of Innovation). This initial phase will lay the foundation for project execution. During this phase, the public building in Alzira where the CPI pilot will be implemented will be selected, focusing on the creation of energy hubs around smart buildings and their energy rehabilitation.

It includes connecting supply and demand (municipalities, companies, and the knowledge sector) and creating a steering group to manage the CPI project throughout the process, including at least the three pillars of the triple helix model: academia, business sector, and public sector, including the Alzira City Council.

Technical assistance necessary for proper project implementation will also be contracted. This will complete the innovation cluster for executing the CPI procedure to remodel the municipal building into a sustainable energy hub.

Finally, the action plan will be defined, and a training day for technical staff (including legal technicians) will be held in Alzira.

Phase 1: Needs Assessment

Identifies intervention, rehabilitation, and improvement needs to convert the municipal building into a sustainable energy hub, focusing on NZEB, renewable energy, and electric mobility.

Parallel technology watch and market contrast actions will be carried out, including innovative solutions. Initial evaluation criteria for future offers will also be identified.

Key steps:

  • Dialogue with end-users and municipal technicians to identify inefficiencies.
  • Define needs functionally, without specifying solutions, to foster innovation.
  • Identify potential administrations/building owners with similar needs, enhancing credibility with the private sector.

Phase 2: Preliminary Market Consultation

Initial dialogue with the market until the Prior Information Notice (PIN) is defined. Technical documentation (project prospectus) and a technical questionnaire for suppliers will be prepared, describing how their solutions address the building’s needs.

This phase prepares for the market dialogue launch and publication of the PIN in the Official Journal of the EU. Innovative products/services will be identified to convert the building into a smart building or sustainable energy hub, describing features and innovation trends.

Phase 3: Market Dialogue

Market engagement is essential for acquiring innovation. This phase attracts suppliers and shares information about CPI.

It begins with the PIN publication in TED, the project prospectus, and the consultation questionnaire. A dissemination activity and a market consultation seminar/day will be held, including building visits and bilateral meetings with interested companies.

The information gathered will define the types of actions to contract and confirm evaluation criteria for the subsequent tender.

Phase 4: Tender Implementation

Based on the collected information, the procurement procedure will be selected according to Law 9/2017 (open, market dialogue, or competitive dialogue with negotiation). Tender specifications will be drafted, the tender launched, and works contracted to transform and rehabilitate the building into a sustainable energy hub.
