General Objectives of the Project – CEL LA RIBERA – Local Energy Community La Ribera

The main objective of the CEL LA RIBERA project is to use the Public Procurement of Innovation (PPI) procedure to stimulate the creation of renewable energy communities in the Valencian region of the Ribera de Xúquer.

The primary motivation is to achieve an energy- and economically-sustainable territory, through the promotion of innovation clusters that facilitate synergies between public sector needs and the supply of innovative goods and services from the private sector, while reducing the emission of greenhouse gases.

Through the CEL LA RIBERA project, two pilot actions will be implemented in different municipalities in the region:

  • Alfarb, with a population under 5,000 inhabitants.
  • Algemesí, with a population over 5,000 inhabitants.

As a result of the pilot actions, at least one PPI procedure will be launched for the creation of an energy community in the Ribera region.

Additionally, two PPI teams will be established in the municipalities where the pilot tests take place, ensuring proper project implementation and monitoring.

The CEL LA RIBERA project is not only intended as a pilot for an energy community but also aims to define a replicable model for other municipalities in the Ribera and broader regions. This model will allow for increasing the contribution of renewable energy produced on-site and in a distributed manner, with active participation of as many relevant local actors as possible, encouraging engagement from both the public and private sectors, particularly the domestic and productive sectors.

In this context, the project will contribute to consolidating the innovation cluster for promoting sustainable energy launched by the European project PROMINENT MED, initially involving:

  • Ribera municipalities
  • Consorci de la Ribera
  • Universitat Politècnica de València
  • Diputación de Valencia (DIVAL)
  • Valencian Association of Energy Services Companies (AVAESEN)

For the CEL LA RIBERA project, the Valencian Federation of Municipalities and Provinces (FVMP) will also participate.

The project has been funded by the Valencian Innovation Agency (AVI) under the program promoting public procurement of innovation (PPI), through support for the strengthening and development of the Valencian Innovation System to improve the productive model in the period 2022-2024.
