COVENANT OF MAYORS FOR CLIMATE AND ENERGY SERVICE

The Energy Department of the Ribera Consortium has been one of the leading entities promoting the Covenant of Mayors (CoM) initiative in the Valencian Community and was appointed Territorial Coordinator by the European Commission for the Ribera region in 2013.
More information: covenantofmayors.eu.

As a result of this work, the Consortium managed the adhesion process and developed the Sustainable Energy Action Plans (SEAPs) for the municipalities of l’Alcúdia, Llaurí, Carlet, and Alginet. The table below shows the dates of formal adhesion and SEAP approval:

Municipality CoM Adhesion Date SEAP Approval Date
L’Alcúdia 02/02/2011 25/04/2012
Llaurí 11/03/2011 14/06/2012
Carlet 27/03/2014 21/09/2015
Alginet 28/03/2014 29/12/2016

The commitments undertaken by these municipalities include reducing greenhouse gas emissions by at least 20% compared to the baseline year. They are also required to produce:

  • Baseline CO₂ emissions inventory
  • Sustainable Energy Action Plan

Currently, the Energy Department continues promoting the initiative, encouraging municipalities to join (more than 30 in the Ribera region) and collaborating with the Provincial Council of Valencia to achieve emission reduction targets.

Key benefits for participating municipalities:

  • Conduct energy assessments to identify strengths and weaknesses
  • Obtain a clear diagnosis of energy needs
  • Design a roadmap to reduce overall energy consumption by 20%
  • Promote renewable energy deployment
  • Improve energy intensity in local productive sectors
  • Reduce municipal energy costs
  • Support local employment linked to renewable energy
  • Reduce dependence on external energy sources

The Covenant of Mayors is a European Commission initiative aimed at engaging local governments in reducing CO₂ emissions through energy efficiency and renewable energy.

Since October 2015, under the EU 2030 climate framework, a minimum target of a 40% reduction in CO₂ emissions compared to 1990 has been established.
