The PROMINENT PLUS project aims to transfer to new Mediterranean countries and regions (Slovenia, Greece, and Bosnia and Herzegovina) the experience and knowledge developed under the PROMINENT MED project (https://energia.consorcidelaribera.com/el-projecte/), initially tested in Italy, Spain, Portugal, France, and Croatia. The goal is to increase the participation of SMEs and innovative start-ups, through transnational innovation clusters, in public procurement through innovation contracts (pre-commercial procurement and/or public procurement of innovation).
This knowledge transfer is carried out using a peer-to-peer methodology, based on the results and methodologies developed in PROMINENT MED, focusing simultaneously on the demand and supply side, to increase mutual activity and the interest of key sectors, creating business growth opportunities.
The project approach is based on activities to ensure that the results of PROMINENT MED are adapted to the contexts of the recipient territories. These results form the basis of the transfer process, where recipients will learn from them and, in parallel, use these results to establish a solid foundation for the implementation of a competent public procurement of innovation service in their regions.
The know-how, results, and prepared documents are transferred from the “expert” partner to the “inexperienced” partner, for example:
- From the municipality of Narni to the municipality of Tuzla and the BIT center.
- The Consorci de la Ribera to the Union of Municipalities of Western Macedonia and CERTH.
- The Northern Regional Energy Agency (REAN) to the Local Energy Agency of Goriska and the Slovenian Construction Cluster.
Innovation procurement or purchase (including pre-commercial procurement and public procurement of innovation) allows the market’s innovation potential to be exploited to:
- Open the market route for new market actors (companies).
- Facilitate (international) growth of companies.
- Bring R&D results to the market.
- Improve the quality and efficiency of public services.
- Promote the adoption of innovative solutions.
- Foster business growth.
