PROJECT PHASES

The SMART BUILDING CPI 2021 project, presented in this call for funding in the area of strengthening and developing the Valencian innovation system to improve the productive model, includes the implementation of the following main phases:

Phase 0. ESTABLISHMENT OF THE WORKING TEAM

  • Establishment of the innovative cluster and creation of a municipal team specialized in CPI.
  • This preliminary phase lays the foundation for project execution.
  • Selection of the Ribera Town Hall as pilot and the public building for the CPI pilot implementation, focused on creating energy hubs around smart buildings.
  • Creation of the steering group, including at least the 3 pillars of the triple helix model: academic sector, business sector, and public sector, including the selected Town Hall.
  • Hiring the necessary technical assistance for proper project implementation.
  • Completion of the innovative cluster to execute the CPI procedure and remodel the municipal building into a sustainable energy hub.
  • Definition of the action plan and carrying out a training session for technical staff (including legal technicians) of 1 day.

Phase 1. NEEDS ASSESSMENT

  • Determine the intervention, rehabilitation, and/or improvement needs to convert the municipal building into a sustainable energy hub, including: NZEB, renewable energy, and electric mobility.
  • Conduct technology watch and market analysis for potential solutions (including innovative ones).
  • Identify initial evaluation criteria for future offers.
  • Identifying needs to be met by innovative solutions ensures the project is realistic and gains credibility.
  • Includes:
    • Discuss with end-users and municipal technicians regarding inefficiencies; promote citizen participation.
    • Define needs without specifying solutions, encouraging innovation and avoiding detailed specifications.
    • Gain critical mass, identifying other owners with similar needs and demonstrating a potential market for innovative technologies.

Phase 2. ENGAGE STAKEHOLDERS

  • Actions of pre-market dialogue until the ‘prior information notice’ (PIN) is defined.
  • Objective: technology watch.
  • Prepare technical documentation, including the project prospectus and technical questionnaire for suppliers.
  • Preparatory phase for market dialogue (publication of PIN in the OJEU).
  • Identification of innovative products/services to convert the building into a smart hub.

Phase 3. MARKET DIALOGUE

  • Market engagement is the cornerstone of CPI.
  • Knowing the supply chain is essential.
  • Allows attracting potential suppliers and exchanging information.
  • Includes meetings, communications, surveys, and on-site visits.
  • Starts with PIN publication in TED and questionnaire.
  • Followed by open market consultation with site visits and bilateral meetings.
  • The collected information defines actions to contract and confirms evaluation criteria.

Phase 4. START OF PROCUREMENT PROCESS

  • Selection of the procurement procedure according to Law 9/2017 (open, market dialogue, competitive dialogue with negotiation).
  • Design of contract specifications for CPI.
  • The procurement department leads the preparation with support from the project working group.

Phase 5. MONITORING AND EVALUATION

  • Develop a monitoring plan to validate the product/service.
  • Draft the monitoring results report.
  • Launch the procurement procedure and carry out the works to transform the building into a sustainable energy hub.
