GENERAL OBJECTIVES OF THE PROJECT

SMART BUILDING CPI 2021 – PUBLIC PROCUREMENT OF INNOVATION FOR THE ACHIEVEMENT OF SMART BUILDINGS IN THE RIBERA DEL XÚQUER REGION

The main idea of the SMART BUILDING CPI 2021 project is to use the Public Procurement of Innovation (PPI/CPI) procedure to stimulate the creation of innovative clusters that enhance the competitiveness of companies and local authorities in the Ribera del Xúquer region, while also reducing greenhouse gas emissions.

The project aims to promote the development of innovative technologies and/or solutions and their massive deployment in the market in the field of smart buildings. These buildings will act as the basic unit or energy hub to achieve an energy-sustainable territory, integrating the following components:

  • Nearly Zero-Energy Building (NZEB / ECCN) according to the Energy Performance of Buildings Directive 2010/31/EU, buildings that meet a high level of energy efficiency, with most of the energy consumed coming from renewable sources produced in the building itself or its surroundings.
  • Energy charging/discharging stations for electric mobility.

The project will focus on the preparation, design, and initiation of the procurement process for the construction and/or renovation of a municipal building that meets NZEB criteria, produces renewable energy, and allows, whenever possible, the interaction of electric vehicles in charging/discharging mode as an electricity storage element and sustainability factor for the grid.

Additionally, the project will enable:

  • Identification of innovative solutions and/or products
  • Launch of the PPI/CPI procedure aimed at the construction and/or renovation of municipal buildings toward an energy-sustainable territory, integrating energy efficiency, renewable energy production, and electric mobility

Another type of action will be training activities to create a municipal team specialized in CPI, including a training workshop on CPI implementation directed at technical staff and political leaders of the city council. Mainly, staff with technical and legal profiles involved in contracting processes related to the pilot will participate.

Regarding results dissemination, a thematic workshop will be conducted for public and private stakeholders to explain and promote the CPI procedure.

Finally, the project aims to consolidate the innovative cluster for the promotion of sustainable energy, initiated under the European project PROMINENT MED, initially including:

  • Municipalities of the Ribera region
  • Consorci de la Ribera
  • Polytechnic University of Valencia
  • Diputación de Valencia
  • Valencian Association of Energy Service Companies (AVAESEN)

Besides acting as a driver of R&D&I for the Valencian business sector, the project seeks to improve public services provided by municipalities to citizens.

The project has been funded by the Valencian Innovation Agency (AVI) under the Public Procurement of Innovation (CPI) promotion program for the period 2021-2023.
